Job Description

The Municipal District of Bonnyville No. 87 invites applications for the position of Manager, Human Resources. This position is responsible for developing, organizing, and evaluating strategies including policies, procedures, organizational structure, human resources, and payroll requirements. 


Duties & Responsibilities:


•    Plan, organize, direct, and evaluate the operations of human resources and payroll.
•    Provide guidance on the overall municipal organizational structure.
•    Monitor the employment recruitment functions.
•    Provide applicable support and resources pertaining to employment matters and conflict management.
•    Advise and assist management and staff on the interpretation and administration of personnel policies, procedures, and directives.
•    Ensure compliance with legislation.
•    Collaborate to develop performance management strategies.
•    Collaborate with internal departments to assist in forming a strategic plan for human resource requirements and structure.  
•    Coordinate employee development, aligning internal and external training.
•    Prepare and review the annual budget for the Human Resources and Payroll departments.

Qualifications:


•    A Post-Secondary Diploma, Certificate in Human Resources, or CPHR.
•    Minimum five (5) years’ experience in Human Resources.
•    Minimum five (5) years’ supervisory experience.
•    Knowledge of all related legislation, including the Employment Standards Code, Freedom of Information and Protection of Privacy Act, Occupational Health and Safety Code and Alberta Human Rights Regulations. 
•    Knowledge of statutory (CPP & EI) and municipal benefit plans.
•    Strong interpersonal skills with the ability to work collaboratively.
•    Ability to handle confidential information in an ethical and professional manner.
•    Ability to handle and defuse difficult situations in a professional manner.
•    Good working knowledge of Microsoft Office Suites (Word, Excel, and PowerPoint).
•    Experience with Avanti payroll software will be considered an asset.
