ASSISTANT DEPUTY CHIEF- COMMUNICATIONS
FULL TIME- PERMANENT | LOCATION: BONNYVILLE, AB
The Assistant Deputy Chief – Communications is a key leadership role responsible for the strategic direction, operational effectiveness, and continuous improvement of BRFA’s 911 Dispatch and Communications Center. This position ensures the seamless delivery of emergency communication services by overseeing staff recruitment, training, performance management, and operational protocols while maintaining compliance with industry regulations, technological advancements, and best practices.
As a proactive leader and innovator, the Assistant Deputy Chief drives enhanced service delivery, system modernization, and inter-agency collaboration to strengthen emergency response capabilities. They play a critical role in workforce development, ensuring dispatch personnel are well-trained, highly skilled, and equipped to handle emergency calls with efficiency and professionalism. Additionally, this position is responsible for budget management, policy development, and stakeholder engagement, working closely with municipal, provincial, and emergency service partners to enhance regional public safety.
The ideal candidate is a dynamic and experienced emergency communications professional with a strong background in 911 operations, team leadership, technology integration, and crisis management. Duties and Responsibilities:
- Lead and manage 911/Communications Center staff, ensuring efficiency and professionalism
- Oversee daily operations for accurate and timely emergency call processing and dispatching
- Develop and implement policies, procedures, and training programs
- Lead recruitment, selection, training and onboarding of 911 dispatch personnel, ensuring compliance with industry certifications and regulations
- Monitor performance metrics and drive continuous improvement, training and professional development
- Manage communications technology, equipment, and infrastructure
- Ensure regulatory compliance and liaise with emergency service partners
- Assist with strategic planning, budgeting, and funding opportunities
- Prepare reports and represent the Organization in regional and provincial initiatives
- Engage in public education initiatives
- Collaborate with municipal, provincial, and emergency service partners and represent the organization in regional and provincial communications meetings and initiatives
- Other duties as assigned
Education and Experience:
- Extensive experience in emergency communications, public safety dispatch, or a related field
- Related post-secondary education an asset
- Strong leadership and management experience (911 or emergency response setting preferred)
- Proven experience in recruitment, training, and staff development within an emergency communications environment
- In-depth knowledge of emergency communications technology, including CAD, radio systems, and Next-Generation 911 (NG911)
- Familiarity with emergency response procedures and incident command structures
- Excellent problem-solving, decision-making, and crisis management skills
- Strong interpersonal and communication skills to work effectively with diverse stakeholders
Certifications, Licenses and/or Designations:
- IAED Emergency Fire Dispatch Certification
- Level C CPR
- IAED QA course for Emergency Fire Dispatch
- ICS 100/200 preferred
