Chief Administrative Officer

The Town of Faro is currently seeking applications for a Fulltime Permanent – Chief Administrative Officer (CAO) to oversee municipal operations, provide strategic leadership, and manage financial and governance responsibilities. The Town offers an attractive compensation package, up to 9% RRSP contribution, benefits, and relocation assistance (if required).

Position Description

Position Title: Chief Administrative Officer (CAO)
Classification: Permanent – Fulltime – Senior Executive Level
Salary Range: $114,837 - $150,000 (commensurate with experience)
Department: Municipal Administration
Immediate Supervisor: Mayor & Council

Purpose

The Chief Administrative Officer provides leadership and direction to the Town of Faro administration and provides advice to Council in implementing its strategic priorities. Using a broad scope of knowledge, the Chief Administrative Officer deals with highly complex issues including strategic planning, finance, budgeting, accountability, people management and public policy development, and is responsible for the implementation of strategic and corporate goals.

As the senior executive of the Town the Chief Administrative Officer is appointed by Council to manage and direct the overall operations of the Town, subject to legislative provision and the direction of Council and is primarily responsible for carrying out the goals and objectives of the Town Council.

Qualifications Required

A combination of experience and education will be considered.

Education:

  1. Degree in Public or Business Administration, Planning, or a related field from an accredited institution.
  2. Applicants with equivalent related experience supported by formal education will also be considered.
  3. National Advanced Certificate in Local Authority Administration (NACLAA) certification is preferred.

Experience:

  1. A minimum of 5 years of diverse senior management experience in municipal or related administration, with strong credentials in strategic planning, financial management, and a demonstrated history of community involvement.
  2. Proven fiscal management experience, including knowledge of accounting and budgeting procedures and practices.
  3. Demonstrated success in developing and implementing comprehensive strategies.
  4. Knowledge of Safe Work legislations and implementing safe work practices into the workplace.
  5. Experience working effectively within a union environment.

Skills:

  1. Strong leadership, communication, and interpersonal skills.
  2. Ability to think creatively, make sound and effective decisions, build consensus, and effectively manage change within a framework of policy and legislation.
  3. Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  4. Awareness of changing global, national, and Territorial realities and their potential impact on the community.
  5. Possession and maintenance of a valid Class 5 Yukon Driver’s License with a responsible driving record.

  1. Able to effectively manage priorities with minimal supervision.
  2. Demonstrate and maintain the highest degree of professional standards, integrity, and ethics.
  3. Maintain strict confidentiality regarding privileged information gathered as a result of one’s role with the Town.
  4. Comply with all Town Bylaws, Policies, and Procedures and provide recommendations for their improvement.
  5. Must be able to secure a clean Vulnerable Sector Policy Record Check.

Duties and Responsibilities

Leadership:

  • Represent the Town and work closely with Federal and Territorial governments, other municipalities, agencies, appointed boards, committees, and public and private officials.
  • Provide personal leadership for projects and programs that are highly sensitive, political, or controversial.
  • Lead the development and maintenance of an organizational culture that supports the Town’s strategic direction.
  • Direct and monitor the Town’s labor negotiations and labor relations programs and initiatives.
  • Participate in local, Territorial, and Federal meetings and conferences to stay current on trends and technologies related to municipal programs and operations.
  • Maintain effective relationships with the media in accordance with Policy #E 1-08 Media Policy.

  • Report to Town Council and be fully accountable for the discharge of responsibilities and authority.
  • Supervise a team responsible for achieving the organization’s goals.
  • Ensure appropriate public participation in the formulation of Council policy.
  • Develop effective relationships with officials at the Territorial, Federal, and municipal levels.
  • Build relationships with relevant agencies and business organizations.

Materials, Equipment, Outcomes/Consequences of Error

  1. Materials & Equipment Used: Standard office equipment, financial management software (e.g., MuniSoft), council meeting tools (e.g., eSCRIBE), and communication platforms for stakeholder engagement.
  2. Outcomes/Consequences of Error: Errors or negligence may result in reputational damage to the Town of Faro, lead to incorrect decisions by Council due to inaccurate information, cause financial mismanagement, and diminish public confidence in the Town’s administration.

Challenges & Difficulties

  1. Choice of Action: Determine priorities and manage complex projects within a multi-stakeholder environment. Refer complex legal or policy matters to Council.
  2. Challenges and Difficulties: Balancing diverse stakeholder interests, managing crisis situations, and adapting to rapidly changing municipal environments.

Financial Responsibilities

  1. Full responsibility for municipal budgets, financial reporting, and fiscal planning.

Supervision of Staff

  1. Direct supervision of all senior management, including department heads, and overall responsibility for the coordination and performance of all municipal staff.

Working Conditions

  1. Interruptions and Distractions: Frequent, unpredictable interruptions from stakeholders and the public.
  2. Physical Efforts: Primarily office-based with occasional site visits, requiring periods of sitting, standing, and light physical activity.
  3. Working Environment/Work Hazards: Combination of office work and on-site municipal inspections, with regular exposure to project sites, public facilities, and outdoor environments. Occasional interaction with hazardous materials and compliance with municipal safety protocols required.
  4. Hours of Work: Standard work hours are Monday – Friday, 8:00 AM – 4:30 PM. The role requires flexibility to accommodate after-hours Council meetings, community events, and emergency responses, with regular evening and occasional weekend commitments.

Compensation & Benefits

  1. Competitive salary range: 114,837 - $150,000 (commensurate with experience), in accordance with Management Remuneration Policy 2019-01.
  2. 9% RRSP matching contribution.
