The Opportunity:

Reporting to the Manager of Culture, Heritage and Events, the Community Liaison Officer develops and implements a transparent process for the City to enter into legal agreements with third-party service providers (not-for-profit organizations) in the provision of services that best meet public needs and achieve Council’s focus areas through use of City lands and facilities.
Accountabilities include but are not limited to:
• Responsible for developing the process for intakes and assessments of submitted proposals for programs and services based on the community needs assessment for best use of City Lands and Facilities
• Responsible for monitoring organizations performance required under applicable City policies
• Acts as a central point of contact with various internal departments to ensure corporate alignment, collaboration, and communication between all stakeholders related to approved projects and initiatives
• Coordinates with Municipal Counsel in the negotiation, management and enforcement of contracts and service agreements with service providers to ensure adherence to Lease and License Policy
• Develop strong relationships while building constructive, friendly, professional interactions with key customer groups and partners, presenting as a genuine and true steward within the organization and larger community
• Initial planning towards reaching agreement on desired community outcomes and how the collaboration will operate
• Ensuring that risks to the City with external organizations are mitigated through properly executed and enforced agreements

You Bring:

• Post-secondary degree/diploma in law, contract management, policy development or related fields is required
• 5 years’ experience in the areas of policy development, systems planning, business and contract law, not-for-profit leasing and licensing, and/or government/partner relations.
• Excellent written and verbal communication
• Proven interpersonal and relationship building skills
• Strong attention to detail and high level of accuracy
• Political sensitivity, conflict resolution and negotiation skills
• Ability to adjust to a changing environment with the ability to quickly align with shifting priorities
• Ability to exercise professional judgment and initiative when making recommendations and resolving conflict
• Ability to analyze and evaluate problems and propose solutions
• Community minded
• Proficient in the use of Microsoft Office including MS Word, Excel, Outlook, SharePoint
• Knowledge of Municipal Government considered an asset

Additional Information:

This is a full time position which includes a comprehensive benefits and pension package.
