About the Organization:
ARROW Utilities, a Capital Region Commission is a regional services Commission providing wastewater transmission and treatment to nearly 400,000 people in 13 municipalities surrounding the City of Edmonton. ARROW owns and operates 200 km of wastewater transmission lines, 5 pumping stations, and the main wastewater treatment plant. Our mission is to provide safe, reliable, cost efficient, and environmentally responsible wastewater transmission and treatment service.
Job Opportunity:
There is an exciting opportunity to join our team. This position reports to the Director of Finance and Corporate Services, and is primarily responsible for:
- Accounting and Reporting: Develop internal financial policies and oversee accounting processes, including accounts receivable, accounts payable, monthly forecast and budget variance reporting, quarterly reporting, and audits.
- Financial Compliance: Ensure adherence to GAAP and Public Sector Accounting Standards (PSAS), acting as the technical expert for financial reporting and analysis.
- Strategic Financial Management: Manage financial instruments like debentures, investments, and credit facilities, maintaining positive relationships with financial institutions.
- Continuous Improvement: Lead the development and implementation of financial policies, automation of financial processes, and integration of financial systems.
- Leadership and Team Development: Mentor finance staff, support budget and forecast functions, and promote a culture aligned with organizational values.
Qualifications:
To be a successful candidate you must:
- Hold a post-secondary degree in Accounting, Finance, Business Administration, or equivalent, with Chartered Professional Accountant (CPA) designation.
- Have a minimum of 5 years related experience
- Have extensive knowledge of generally accepted accounting principles and public sector accounting standards.
- Possess strong knowledge of, and experience in implementing, internal controls.
- Have experience in leading, coordinating, and preparing materials for year-end financial statement audits, preferably public sector.
- Have excellent interpersonal, collaborative negotiation and problems solving skills.
- Have the ability to effectively transfer ideas, concepts, and information into effective and efficient strategies.
- Have the ability to work independently as well as within a multifaceted team environment.
- Have an ability to analyze and interpret administrative procedures, regulations, legal documents, and legislation.
- Possess enhanced knowledge of Microsoft Outlook, Word, Excel, Teams, and PowerPoint.
What we offer:
This position is a hybrid opportunity, with the ability to work from home up to two days a week. We work a compressed work week of 70 hours biweekly, with every other Friday as an earned day off (EDO). The salary range for this position is $111,898 - $126,291 per annum. We provide a comprehensive benefits package, paid time off, and eligibility for the Local Authorities Pension Plan. We are proud of our friendly and safe working environment.
