GIS Technologist

The GIS Technologist will maintain land-based information, utility, and road record information on a GIS system, including verification of the accuracy and integrity of data. The position provides GIS system development and maintenance, data analysis, thematic (data extraction) mapping, general GIS/CAD Town mapping, and Town addressing along with CAD drafting and support for other Town departments.

Required Knowledge Skills and Abilities:

  • Abreast on emerging GIS and CAD practices and principles to assist various municipal services departments in advancing GIS, and survey technology.
  • Strong technical, analytical, and organizational skills.
  • Effective planning and time management skills.
  • Working knowledge of ESRI Suite, other GIS platforms, and AutoCAD.
  • Knowledgeable in research, implementation, management, and maintenance of databases.
  • Ability to prepare neat and accurate maps and/or drawings according to Town standards (e.g. Design Guidelines) and per other’s requests.
  • Technical knowledge of municipal engineering and planning principles.

Position Requirements:

  • Maintains corporate spatial data related to land base information (e.g. legal, land use, etc.) through the Town’s GIS.
  • Performs spatial analysis on this data based upon user requirement, generating and formatting results for the end user through thematic maps, reports, and charts or exporting data graphic files and data to spreadsheets, databases, or other CAD and GIS data formats.
  • Technical mapping, coordinate geometry scanning and georeferencing of images, conversion of other sources of digital data, and editing procedures in various GIS programs.
  • Provides Town addressing service for new subdivisions, change of address due to development, and/or as requested.
  • Maintains the accuracy and integrity of the infrastructure record drawing files and associated databases using GIS and CAD software and customized programs.
  • Ensures that files and databases are maintained and current by updating from record drawings, field notes, and digital files.
  • Checks that record drawing information is accurate and complete, investigating any discrepancies through review of plans and consultation with field staff.
  • Prepares utility statistics annually from the records database.
  • Provides spatial data analysis of data to verify its integrity and accuracy and to provide annual statistics for maintenance and grant programs.
  • Maintains various standard Town maps through GIS and CAD software. Map creation typically involves the integration of information from various graphic files or GIS data sources and may require the integration of other non-CAD formats (e.g. JPG, PDF, TIFF). Map creation requires using the principles of cartography including coordinate systems, longitude and latitude, elevation, topography, and map scales.
  • Provides a variety of customized maps and drawings for Town departments, outside agencies, and the public.
  • Maintains a working knowledge of large format plotters, scanners, and small format printers to assist when minor mechanical problems arise.
  • Maintains knowledge of computer operation, drafting and engineering software, special command functions, database operations, and enhancements to CAD and GIS facilities.
  • Maintains a general understanding of the Town’s Design Guidelines, Construction Specifications, and municipal design principles to assist in the creation of CAD plans for proposed or future utility, road, or other projects.
  • Communicates verbally and in writing with Town departments, consultants, and the public regarding the transfer of digital information from both CAD files and GIS. Provides digital and non-digital engineering information to the public as requested.
  • Provides record scanning and inventory maintenance of the Town’s drawings.
  • Participates, supports, and complies with the Town's Health and Safety program and initiatives.

Education & Experience:       

  • Diploma in Drafting or Civil Engineering Technology or Geographical System from a technical institute, or equivalent.
  • Eligible for membership in the Association of Science and Engineering Technology Professionals of Alberta is considered an asset.
  • 3 years of directly related experience in municipal GIS and/or municipal drafting and design, including working with civil engineering and/or architectural design drawings, GPS survey equipment, and municipal planning.
  • Municipal mapping experience with strong cartographic experience, or an equivalent combination of training and experience.
  • Experience working with geodatabases, relational databases, record drawings, and CAD software.
  • Municipal construction experience and/or practical knowledge of materials and methods used in civil construction required.

Additional Requirements:

  • RCMP Criminal Record Check
  • Valid Driver’s License with a current driver's abstract
  • Standard First Aid with CPR “C” and AED

Hours of Work: The hours of work are seventy (70) hours every two (2) weeks. 

Salary: The 2024 hourly range for this position is $43.12 / hour - $48.54 / hour as per the CUPE Local 417 Collective Agreement 2022-2024.
