Job Description

Reporting to the Chief Administrative Officer, the Director of Corporate Services provides direction and leadership on financial administration, corporate governance, and key operational functions. As a senior leader, this position is responsible for all finance functions, taxation, assessment, asset management, risk management, policy development, information technology and human resource management while ensuring compliance with municipal regulations.

Functional Responsibilities:

The position is responsible for:

  • Financial Management - Oversee all accounting functions, including budgeting, financial reporting, capital project financing, investments, and expenditure monitoring. Ensure compliance with financial regulations. 
  • Budgeting & Reporting - Lead the development of financial plans and budgets, provide variance reports, and support decision-making with financial insights.
  • Property Assessment & Taxation - Oversee the assessment and taxation function to ensure accurate property evaluations and compliance with municipal regulations.
  • Risk Management - Ensure appropriate financial security measures, insurance coverage, and WCB reporting to mitigate organizational risk.
  • Asset Management - Oversee financial aspects of asset management, including accounting, valuation, and protection of municipal assets. Ensure compliance with Asset Retirement Obligations (AROs) and related financial reporting requirements.
  • Human Resource Management - Oversee HR functions, including benefits administration, payroll compliance, and policy development. Support best practices in personnel management and workplace policies.
  • Grant & External Agreements - Identify, secure, and report on grant funding opportunities; oversee contracts for audit services, payroll, software, and assessment services.
  • Leadership & Governance - Supervise Corporate Services staff, including indirect oversight of reception services, ensuring quality customer service and administrative support. Provide strategic guidance to senior management and support Council with financial insights and recommendations.
  • Translating Council Objectives - Work closely with senior management to translate Council objectives into departmental goals, ensuring clear communication and effective implementation.
  • Fostering Positive Relationships - Build and maintain professional relationships with ratepayers, staff, County Council, and external stakeholders to promote collaboration and strong municipal governance.
  • CAO Support - Act as interim CAO when required, ensuring continuity of leadership and decision-making.

Qualifications, Education & Functional Requirements:

  • Education & Certification - Degree in Accounting, Finance, Business Administration, or related field. CPA designation or equivalent preferred. CLGM designation or willingness to obtain is an asset. NACLAA Level I or II considered an asset.
  • Professional Experience - 5-7 years of senior leadership experience in finance, corporate services, or municipal administration, preferably in a municipal setting. Strong understanding of municipal financial operations, budgeting, taxation, and human resources is an asset. Experience with municipal legislation, regulations, and reporting requirements is beneficial.
  • Technical Knowledge - Expertise in municipal financial regulations, risk management, asset management, and grant funding processes. Proficient with financial software and reporting tools. Experience with system implementations or developing new systems is an asset.
  • Leadership & Strategic Ability - Strong leadership skills with experience managing teams, aligning financial goals with organizational priorities, and fostering professional relationships across stakeholders.
  • Communication & Problem-Solving - Excellent communication skills, with the ability to negotiate, resolve conflicts, and collaborate effectively at all levels of the organization.
