POSITION SUMMARY:                                  Reporting to the Director of Parks, Recreation and Culture, the Manager of Parks and Facilities is responsible for the planning, development, operation, maintenance, and supervision of City parks and trails, as well as facility-related maintenance for select municipal buildings, including the Recreation Complex.

Manager of Parks and Facilities (Full-Time Permanent)

(Salary Range $97,716 – $112,200 per year)

The City of Powell River is looking for an innovative leader to join our team as the Manager of Parks and Facilities. Reporting to the Director of Parks, Recreation and Culture, you will be responsible for managing all aspects of maintaining the City’s parks, sports fields, beaches, trails, and green spaces. You will also oversee the facility maintenance and physical plant operations of the recreation complex, including aspects of capital planning and capital improvement projects. As a collaborative, customer-focused leader, you will ensure a coordinated effort in the delivery of these services. Using your strong communication skills and innovative spirit, you will ensure that program delivery meets the needs of the community and the highest standards of service excellence. The ability to effectively lead staff, manage multiple projects and work effectively with community groups is critical.

Ideally, you hold a degree or diploma in parks and recreation management, natural resource management, facility management or a related field, along with at least five (5) years experience in parks, recreation, and/or building maintenance leadership. Two (2) years at a supervisory or management level in a municipal environment is preferred. Additional specialized qualifications in areas such as horticulture technology, landscape architecture, strategic planning, or power engineering is considered an asset. 

The successful applicant must be willing to relocate to Powell River; relocation assistance is available. 

KEY RESPONSIBILITY AREAS:

  1. Manages all operational and maintenance activities for City parks and outdoor recreation amenities, including trail systems, landscaped areas, turf-maintenance, green spaces, playgrounds, and urban forestry.

  2. Manages all facility maintenance and physical plant related operations for City recreational facilities, including the Recreation Complex.

  3. For at least the foreseeable future, manages facility maintenance operations for all other municipal-owned buildings, through oversight of Civic Properties. 

  4. Establishes and evaluates performance objectives based on the financial and service goals. Performs analyses of operations and projects to ensure effective and efficient use of resources.

  5. Develops and monitors the operating and capital budgets for assigned services and facilities. Ensures the financial control and accountability for these operations in cooperation with the Finance Department.

  6. Responsible for key aspects of the project and contract management of capital projects. Communicates, collaborates, and builds relationships across other Departments and with user groups, industry, staff, and vendors.
  7. Assures staff works in a safe manner; follows safety requirements; monitors and assures compliance with regulations and other legal requirements.

  8. Ensures facilities are safe, clean, and well-maintained, providing healthy environments for workers and patrons alike.

  9. Administers risk management policies and procedures, including a preventative maintenance program to ensure that maintenance and repair of facilities and equipment is performed.

  10. Liaises with provincial and municipal government departments, utilities, regulatory bodies, and other major service providers to ensure coordination, cooperation, compliance, and efficiency of services.

  11. Provides leadership, direction, and supervision to the parks team, recreation complex maintenance team, and for the foreseeable future the civic properties team. Responsible for recruiting and coaching staff, discipline, reviewing and monitoring work performance, and identifying needs for training and development. Promotes and maintains a work environment which fosters and rewards teamwork, initiative, accountability, diversity, and adapting positively to change.

  12. Develops formal and informal agreements and attends regular meetings with community partners regarding the delivery of parks and recreation-related services.

  13. Develops and maintains strong, positive relationships with community lease partners, business partners and the diverse grouping of community not-for-profit organizations and stakeholders and groups that use recreational facilities.

  14. Assists the Director with policy development and implement procedures to ensure effective and efficient operations.

  15. Contributes in a collaborative manner towards the achievement of Department goals and the

    City’s Strategic Plan.

  16. Prepares written reports for discussion and review with the Director and presents reports to a variety of audiences, including Council.

  17. Establishes and maintains effective communication and coordination with other organizational units in the City.

  18. Performs other duties as may be assigned.

MINIMUM QUALIFICATIONS:

Required Skills, Qualifications, and Abilities:

  1. A degree or diploma in parks and recreation management, natural resource management, facility management, or related field, or equivalent.
  2. Minimum of five (5) years’ experience in parks, recreation, and/or building maintenance leadership, including a minimum of two (2) years at a supervisorial or managerial level, preferably in a municipal environment.
  3. Demonstrated experience in aligning with organizational values, promoting a positive and professional image, acting as a role model for colleagues and public, and serving as a champion for positive change.
  4. Demonstrated knowledge and background in construction and maintenance practices relating to parks operation and recreation facility operation.
  5. Demonstrated knowledge and background in physical plant oversight, including aspects of ammonia, chlorine, refrigeration and ice-making, HVAC, boilers, and other related systems.   
  6. Demonstrated knowledge and background in capital and operational budget preparation and control (long and short term).
  7. Demonstrated ability to contribute to and build upon a positive and healthy work environment, with proven abilities to coach, facilitate, direct, and mentor staff as situations dictate.
  8. Effective oral communication, presentation, political acuity and strong interpersonal skills to collaborate with members of the public, staff, council and other levels of government.
  9. Exceptional      facilitation,        negotiation, conflict resolution, problem solving, decision making, leadership, and general management skills.
  10. Experience working and leading in a unionized environment.
  11. Experience with computer software applications related to customer registration, facility scheduling, financial tracking, asset management and marketing.
  12. Familiarity with applicable government regulations including WorkSafe BC and Technical Safety of BC.
  13. Ability to approach work and relationships in a culturally sensitive and inclusive manner.

LICENCES AND CERTIFICATES:

Certificate in Strategic Planning, Change Management, Executive Coaching, and/or Leadership is an asset.

Certificate in Horticulture Technology, Turfgrass Management, Landscape Architecture, Irrigation, or other parks related areas is an asset.

Certificate in Power Engineering, Arena Icemaking, Chlorine Handling, or Refrigeration Safety is an asset.
