Alberta TrailNet Relations with Municipalities
NOW THEREFORE BE IT RESOLVED THAT the Alberta Urban Municipalities Association urge the Government of Alberta to provide direction to the Alberta TrailNet to work with municipalities in developing community plans for the abandoned railway areas that will complement the municipalities’ plans, as well as the trail systems.
WHEREAS the Government of Alberta provides funding and direction to the Alberta TrailNet Society;
WHEREAS the Alberta TrailNet’s mandate includes to support local groups in their trail building activates by providing a provincial plan, facilitating liability insurance and providing practical information on trail planning, construction and operation;
WHEREAS the Alberta TrailNet Society is to identify what is needed for the trail and trailhead, and then recommend selling unused portions of the lands to the Trans Canada Trail Foundation; and
WHEREAS many municipalities have large areas of railway beds, elevator/station areas and roadways that could now be used for other purposes along with the trail system.

The Alberta government’s involvement with Alberta TrailNet is led by Alberta Tourism, Parks and Recreation. Alberta Transportation is now moving in the direction of enabling non-motorized us e trails in highway rights-of-way and establishing conditions under which motorized-use trails may also be allowed.

The Province is finalizing the Recreation Trails Act which will provide the authority to establish a Delegate Administrative Authority (DAO) to oversee the planning, development and operation of a provincial trails system that serves a wide variety of recreation trail activities for both motorized and non-motorized users. The future DAO will be compromised of organizations with an interest in recreation trails. The Province appreciates the offer from the AUMA to be involved in the DAO and looks forward to future discussions on this process.
