MGA Amendments
NOW THEREFORE BE IT RESOLVED THAT the Alberta Urban Municipalities Association 2016 General Assembly approve the “2016 Submission on MGA Amendments” Convention Policy Paper.
WHEREAS Bill 21 – the Municipal Government Amendment Act was released in May 2016;
WHEREAS changes to the Municipal Government Act will have a significant impact on urban municipalities in the long-term; and
WHEREAS the AUMA received substantive input from urban municipalities through multiple channels, including surveys, working sessions and discussions;
Read the Policy Paper at https://auma.ca/sites/default/files/Advocacy/resolutions/2016_mga_submi…;
The Minister’s response includes background on the introduction of Bill 20 and Bill 21 through the review of the MGA. The Minister suggested that AUMA is a valued partner in the MGA review process and will continue to consider our feedback in changes to the MGA and the regulations in 2017.
While the response confirmed that AUMA’s input would be considered, there was no definitive information on whether it would be incorporated in the MGA regulations or the new Bill in spring 2017.
AUMA “considers” the province’s response as we will not be able to assess the sufficiency of the province's actions until the regulations for Bills 20 and 21 are created, and the new Bill for further MGA changes is released in the spring of 2017.
